Yes, I agree that an administrator who is preoccupied with peripheral issues and ignores the core issues at hand can lead to a travesty of justice and hinder effective service delivery and good governance. This is because the administrator's focus and attention are not directed towards the most important and pressing matters, and as a result, they may not be able to effectively address the needs and concerns of the people they are serving. Additionally, this lack of focus can also cause the administrator to make poor decisions or take inappropriate actions, which can further undermine good governance and the delivery of effective services.

It is important for administrators to maintain a clear focus on the core issues and to prioritize their attention and resources accordingly. By doing so, they can ensure that they are effectively addressing the needs and concerns of the people they serve, and that they are able to deliver high-quality services in a timely and efficient manner. Additionally, by maintaining a focus on the core issues, administrators can help to promote good governance and ensure that their actions and decisions are in line with the values and principles of their organization.
